Energy Transition in the Post-FIT Era: Shift Toward PPAs and Emission Trading

(日本語は英語の後に続きます) As Japan moves away from the feed-in-tariff (FIT) subsidy scheme, corporate power purchase agreements (PPAs) have emerged as a key mechanism for supporting new renewable development and advancing decarbonization of the power system.

The upcoming Green Transformation Emissions Trading Scheme (GX-ETS) is expected to add an additional incentive across industries, further supporting the country’s energy transition.

This roundtable brings together renewable project developers, power traders, and industry experts to discuss:

• The evolution of Japan’s power market

• How PPAs and the Green Transformation Emissions Trading Scheme (GX-ETS) are reshaping the industry

• The implications of these developments for developers and market participants

Speakers may cover key aspects of Japan´s energy transition, including the policy landscape, renewable energy project development, investment opportunities, and financing strategies like PPAs and green bonds. They will also share insights into successful deals and partnerships that are driving large-scale clean energy adoption in Japan.

ABOUT THE PANELISTS

Anton Kjoelby (キユルブ・アントン)

Commercial Officer, Energy, Royal Danish Embassy Japan

Anton Kjoelby serves as a Commercial Officer at the Royal Danish Embassy in Tokyo, where he covers the energy sector. With over a decade of experience in Japan, his background includes work at an environmental NPO as well as a role as Coordinator for International Relations at Ogata Village Municipality.

He holds a BA in Japanese Studies from Aarhus University and an MA in Economics from Kyoto University’s “Sustainable Economic Development in East Asia” programme.

Nicklas Møller

Director of Business Development, Voltaiyo KK (Former Country Manager of Obton Japan GK)

Nicklas Møller is the Director of Business Development at Voltaiyo KK, a Japanese renewable energy platform. Voltaiyo was rebranded from the Danish Obton A/S’ subsidiary, Obton Japan GK, in 2025, a company Nicklas established in 2021. The rebranding followed an investment from Intermediate Capital Group (ICG) into Obton’s Japanese market and the formation of a joint venture (JV) platform, which aims to reach 1 GWp of operational photovoltaic (PV) assets in Japan by 2030.

Voltaiyo manages over 400 MWp of PV assets in Japan, covering both commercial and technical aspects. The company als conducts operations and maintenance (O&M) for more than 220 MWp and obtained a construction license through its acquisition of the BCPG platform from Thailand in 2024. In addition to developing new greenfield PV assets, Voltaiyo is actively acquiring brownfield and other projects via mergers and acquisitions (M&A), managing both M&A processes and project financing with local Japanese lenders and financiers. Nicklas holds a BA in Business Administration and a Master’s degree from Copenhagen Business School.

Daisaku Chabata

Head of Sustainable Investment Banking Japan, Crédit Agricole Corporate and Investment Bank

Daisaku is responsible for developing the Crédit Agricole’s sustainable finance footprint in Japan. He’s been involved in innovative transactions including Tokyo Metropolitan Government’s resilience bond and SMFG’s digital inclusion bond, and had various discussion with Japan’s power company.

He also has a wealth of experience from previous positions held at Daiwa Securities, where he was involved in structuring Japan’s government transition bond mandates, making him well versed in the GX ETS. He holds a Bachelor and Master of Engineering from Waseda University.

He also holds the Certificate of ESG Investing from CFA Institute and completed the Sustainable Finance Executive Programme at the University of Oxford.

Tsuyoshi Yamada

Origination and Business Development manager, Japan, InCommodities

Tsuyoshi Yamada is responsible for origination and commercial development for renewable PPA and balancing in the Japanese power market. He brings more than 15 years of experience in business development, M&A, due diligence, negotiations, and team management across the onshore and offshore wind energy industry in Japan, Korea, Nordic countries and Europe.

Prior to joining InCommodities in 2025, Tsuyoshi spent six years at Equinor as Lead Business Developer and Project Manager, focused on offshore wind in the Japanese market. Earlier in his career, he held investment and financing roles at Daiwa Energy and Infrastructure and Daiwa PI Partners, and spent over eight years at Eurus Energy Holdings, including a posting in Helsinki focused on business development in the Nordic market.Tsuyoshi holds a Bachelor´s degree in Economics from Keio University and completed the Negotiation Excellence Programme at Saïd Business School, University of Oxford.

Nicolas Vierge

Founder and Principal, Carbon 50

Through Carbon50, Nicolas provides advisory services on corporate power purchase agreements, battery storage monetization, and power trading. He also serves as a part-time lecturer at Rikkyo University. With 20 years of experience in the energy industry, he has held roles in both corporate management and strategy consulting. He holds a Master’s degree in Energetic and Nuclear Engineering from the Grenoble Institute of Technology and an MBA from Hitotsubashi University.

Keishi Nukina

CEO and Head of Japan Energy Hub, Enehub Co.

Keishi launched Japan Energy Hub, an English-language platform providing news, data, and insights on Japan’s power market, in early 2024, and has since expanded the business to include Enehub, which serves a Japanese audience. Previously, he spent over a decade in freelance consulting across a range of industries, including energy, while also running online media businesses. He is a graduate of Temple University Japan and an avid aviation enthusiast.

ニクラス・モラー 氏

事業開発ディレクター

（元 Obton Japan GK 代表）

日本の再生可能エネルギー・プラットフォームであるVoltaiyo株式会社の事業開発ディレクター。同社は、デンマークのObton A/Sの子会社として、ニクラスが2021年に設立した「オブトン・ジャパン合同会社」を前身としています。2025年、Intermediate Capital Group（ICG）によるObtonの日本市場への投資と、ジョイントベンチャー・プラットフォームの形成に伴い、現在のVoltaiyoへとリブランドされました。同社は、2030 年までに日本国内で1 GWpの稼働済み太陽光発電（PV）資産を達成することを目標としています。

Voltaiyoは、日本国内で400 MWp超のPV資産を管理し、220MWp超の運営・保守（O&Mを手掛ける他、2024年にはタイのBCPGプラットフォーム買収を通じて建設業許可を取得しました。

新規開発に加え、M&Aによるプロジェクト取得や、国内金融機関や投資家とのプロジェクト・ファイナンス組成を統括しています。コペンハーゲン・ビジネススクールにて経営学学士および修士号を取得しています。

山田 剛 氏

日本市場オリジネーション＆ビジネス・デベロップメント・マネージャー

日本電力市場における再生可能エネルギーPPAおよび需給バランシング事業のオリジネーションと事業開発を統括。日本、韓国、北欧、欧州の陸上・洋上風力発電業界において、事業開発、M&A、デューデリジェンス、交渉、チームマネジメントなど15年以上の豊富な経験を有しています。

2025年にInCommoditiesに入社する以前は、Equinorにて6年間、日本市場の洋上風力発電事業のリード・ビジネス・デベロッパー兼プロジェクト・マネージャーを務めました。それ以前は、大和エネルギー・インフラおよび大和PIパートナーズにて投資・ファイナンス業務に携わったほか、Eurus Energy Holdingsに8年以上勤務。その間、ヘルシンキ駐在員として北欧市場の事業開発を牽引しました。慶應義塾大学経済学部卒業。さらに、オックスフォード大学サイード・ビジネススクールのNegotiation Excellence Programmeを修了しています。
